What does 1 green tick in Telegram mean?

Only one tick indicates that the message was transmitted to the Telegram cloud and that your buddy was alerted of the message's or your messages' transmission. Obviously if the person has the notification activated, otherwise he doesn't hear the notification, but he see the number of the messages received from you.
